The Board, the Federal Deposit Insurance Corporation (FDIC), the National Credit Union Administration, and the Office of the Comptroller of the Currency (OCC) issued a statement and order granting temporary exceptions to appraisal requirements for real estate–related financial transactions under the Financial Institutions Reform, Recovery, and Enforcement Act of 1989, provided certain criteria are met, in Maui County, Hawaii following the major disaster declared by President Biden as a result of wildfires. The order is effective on March 12, 2024, and expires on August 10, 2026, three years after the date the President declared the major disaster (Regulation Y, Docket OP–1829) and was published in the Federal Register on March 12, 2024.

The Board, the FDIC, and the OCC are adopting an interim final rule that amends, and requests comment on, the applicability date of the facility-based assessment areas provision and public file provision included in the Community Reinvestment Act (CRA) final rule issued on October 24, 2023, and published in the Federal Register on February 1, 2024. More... The agencies are also making technical amendments to the 2023 CRA final rule and related regulations. The interim final rule is effective April 1, 2024 (Regulation BB and Regulation G, Docket R–1830) and was published in the Federal Register on March 29, 2024.

The Board published a final rule amending the requirements relating to operational risk management in the Board’s Regulation HH, which applies to certain financial market utilities (FMUs) that have been designated as systemically important by the Financial Stability Oversight Council under title VIII of the Dodd-Frank Wall Street Reform and Consumer Protection Act. The amendments update, refine, and add specificity to the operational risk management requirements in Regulation HH to reflect changes in the operational risk, technology, and regulatory landscape in which designated FMUs operate. The final rule also adopts specific incident-notification requirements. The final rule is effective April 15, 2024 (Regulation HH, Docket R–1782) and was published in the Federal Register on March 15, 2024.
